Our Mission

The Rowan County Housing Authority will continue to offer excellent customer service, provide safe, decent, affordable housing, and encourage higher quality of family life for eligible residents in an economically self-sufficient, drug and crime free environment, without discrimination.

Goals and Objectives:

  • Expand the supply of affordable housing to support the needs of the community.
  • Continue to maintain the quality of assisted housing by managing the Rowan County Housing Authority's existing Public Housing and Tenant-Based Voucher programs in an efficient and effective manner.
  • Increase assisted housing choices.
  • Provide an improved living environment.
  • Develop, coordinate, and implement programs aimed at improving the economic self-sufficiency and asset development of residents by promoting job training and counseling programs.
  • Ensure equal opportunity and affirmatively further fair housing.
  • Enhance the marketability of the RCHA's public housing units.
  • Develop and strengthen community partnerships to enhance housing, services and self-sufficiency opportunities.

Housing Programs

Public Housing - Rowan County Housing Authority administers 192 Public Housing Units. Public Housing at RCHA is income-based, and the eligibility guidelines are set by HUD. Housing Choice Vouchers - Section 8 - Rowan County Housing Authority manages 550 Section 8 Vouchers. The Section 8 Program is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments.
The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects.

Family Self-Sufficiency

The Family Self Sufficiency (FSS) program helps Section 8 Program participants achieve economic independence and self-sufficiency through training and employment. For more information about the FSS program contact us.

Considered maintenance emergencies are:

  • Broken Door Lock or Window
  • Broken Water Line
  • Excessive Flooding
  • Exposed Electrical Line (visible sparks or overheating)
  • Fire (please dial 9-1-1 first)
  • Gas Leak (please dial 9-1-1 first)
  • No Air Conditioning (during hot weather)
  • No Heat (during cold weather)
  • No Power (connected to or caused by the electrical company)
  • Sewage Backups (overflowing toilet, exposure to raw sewage, etc.)

A Message From Our Executive Director

Together we play a vital role in establishing a community where HOPE and CHANGE can lead to a brighter future for us all. In our daily roles, we will not always agree BUT rest assured we are committed to providing services that will lead to Self-Sufficiency.

People always say they want "CHANGE" but are afraid to "CHANGE" ... As a kid who grew up in Public Housing - I champion to "Being the Change We Want to See..." to start changing the world for a better tomorrow - making RCHA the model Housing Authority that ensures our progress to raise the "Quality-of-Life" for our Tenants/Clients.

Domestic Violence Protections

The Violence Against Women Reauthorization Act of 2013 (VAWA 2013) expands housing protections for victims of domestic violence, dating violence, sexual assault, or stalking. Changes under VAWA 2013 include extending protections to survivors of sexual assault; allowing survivors who remain in the unit to establish eligibility or find new housing when a lease is bifurcated; providing survivors with emergency transfers; and additional notification to applicants and tenants of housing rights under VAWA. While these changes substantially extend VAWA's coverage to include most affordable housing programs, they provide no protection to tenants in private market-rate housing but do apply to tenants with vouchers in private market-housing.

RCHA will provide all protection under VAWA 2013 to program participants and family members of program participants who are victims of domestic violence, dating violence, sexual assault, or stalking from being evicted or terminated from housing assistance based on acts of such violence against them.

No Smoking Policy

In compliance with HUD rulings, all RCHA offices and public housing properties are smoke-free. Smoking is not permitted within 25 feet of any RCHA building.
