Position Summary

The Finance Administrator / Human Resource Officer is a high-impact senior leadership role that serves as the backbone of RCHA's fiscal integrity and organizational culture. This dual-function position demands a rigorous technical expert who can navigate the complexities of federal HUD financial reporting while simultaneously cultivating a high-performing, compliant, and supported workforce.

Essential Duties and Responsibilities

  • Lead HUD financial reporting, including Monthly Financial Statements, FASS filings, and Section 3 reporting.
  • Oversee Capital Fund expenditures and regulatory compliance.
  • Administer payroll, benefits, recruitment, onboarding, and employee relations.
  • Serve as liaison to LGERS and insurance providers.
  • Coordinate annual audits and maintain GAAP-compliant accounting records.
  • Provide budget forecasts, variance analysis, and financial reporting to leadership.
  • Manage workers compensation, liability, and other insurance programs.

Required Qualifications

  • Bachelor's degree in Accounting, Finance, Business Administration, Human Resources, or related field.
  • Minimum five years of governmental accounting, public housing, or nonprofit finance experience.
  • Experience with HUD regulations, federal grant administration, payroll, and HR functions.
  • Knowledge of GAAP, HUD financial standards, NC labor laws, and accounting software including SACS or similar.
